The Colorado Federal Firearms Licensees Association was founded in 2024 to give Colorado’s firearms dealers a unified voice in the legislature. We represent everyone from home-based Type 01 dealers and gunsmiths to storefronts and manufacturers—all navigating a rapidly changing regulatory environment.
Our members face a growing wave of legislation that often treats every FFL as if they operate a big-box retail store. The reality is different: the majority of Colorado FFLs run their businesses from residential addresses. We exist to make sure their voices are heard when policy is being written.
CFFLA provides legislative advocacy, compliance assistance powered by AI, and the tools dealers need to stay informed and compliant. We testify at hearings, track every bill that affects firearms commerce, and give our members the intelligence to make informed decisions.

Colorado’s Department of Revenue — Firearms Dealer Division (FDD) is the state agency created by HB24-1353 to administer the new dealer permitting system. Every FFL operating in Colorado must hold a state permit issued by the FDD, effective July 1, 2025.
The FDD issues bulletins and regulatory guidance that interpret the statutes and rules governing your permit. These bulletins carry practical weight: they define how inspections are conducted, what security standards are enforced, how employee background checks work, and what recordkeeping the state expects beyond federal ATF requirements.
Keeping up with FDD bulletins is critical. A single missed update can mean non-compliance during an inspection. CFFLA tracks every bulletin and rule change so our members can stay current without having to monitor the DOR website daily.
