Colorado Federal Firearms Licensee Association (CFFLA) Announces Regulatory Advancements
Denver, CO – January 7, 2025 – The Colorado Federal Firearms Licensee Association (CFFLA) is pleased to announce recent regulatory changes that enhance operational flexibility and clarity for Federal Firearms Licensees (FFLs) across the state.
Key Developments:
• Refined Definition of “Dealer” and Exemptions for Manufacturers and Importers: Collaborating with state authorities, CFFLA has refined the definition of “dealer” to ensure that only those engaging in retail sales to the general public are required to hold a state firearms dealer permit. Manufacturers and importers who do not sell directly to the public are now exempt from certain state permit requirements, reducing unnecessary bureaucracy and allowing for more efficient operations.
• Expanded Definitions for Firearm Security: The draft rules now explicitly recognize "safe rooms" as an acceptable security measure for firearms storage, providing businesses with additional flexibility in meeting security requirements while maintaining appropriate safeguards.
• Clarifying Magazine Regulations: Efforts are underway to eliminate ambiguity surrounding magazine regulations, aiming to protect FFLs from penalties when selling legal items, such as repair parts.
• Protecting Home-Based FFLs: Advocacy for policies that prevent automatic denials or revocations of licenses due to missed random inspections during unavoidable absences seeks to introduce greater flexibility and fairness into the inspection process.
